Phase I Environmental Site Assessments
Gailey Environmental, LLC performs all Phase I Environmental Site Assessments in general accordance with American Society of Testing and Materials (ASTM), International Standard E-1527-21, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process, November 2021. Per ASTM E-1527-21: In defining a standard of good commercial and customary practice for conducting an environmental site assessment of a parcel of property, the goal of the processes established by this practice is to identify recognized environmental conditions. The term recognized environmental conditions means the presence or likely presence of any hazardous substances or petroleum products in, on, or at a property: (1) due to any release to the environment; (2) under conditions indicative of a release to the environment; or (3) under conditions that pose a material threat of a future release to the environment.
A typical Phase I ESA is comprised of four (4) components: Records Review, Site Reconnaissance, Interviews and Report. The Conclusion of a Phase I ESA report will include one of the following statements:

Wetland Delineation and ReportinG
Wetland resources are unique aquatic habitats that are identified by specific characteristics including hydrophytic vegetation (i.e., plants that only grow on or in water), hydric (wet) soils and hydrology. The presence of all three parameters (also known as the “Three Parameter Approach”) typically means that wetland resources are present. Gailey Environmental, LLC can perform formal and non-formal wetland investigations in Pennsylvania, West Virginia and Ohio (including the Ohio Rapid Assessment Method – ORAM). All formal wetland investigations conducted by Gailey Environmental, LLC are delineated using the United States Army Corps of Engineers (USACE) Wetlands Delineation Manual (Environmental Laboratory, 1987), and in accordance with the applicable USACE Regional Supplement for wetland delineations. Formal wetland delineations are a critical step in any type of small or large-scale development project, and are an essential component to the environmental permitting process. Non-formal wetland investigations can be a cost-effective approach in determining the presence or absence of wetland resources during the initial project planning phases.

State and Federal Environmental PermittinG
Gailey Environmental, LLC understands the various regional differences (particularly between Pennsylvania, Ohio and West Virginia) that exist between federal, state and local environmental permit applications and has prepared and submitted numerous report documents and applications in each of those states, for permit approvals. Permit application experience includes: Pennsylvania Department of Environmental Protection (PADEP) Chapter 105 General and Joint Application Permits (including PASPGP-5), USACE Nationwide Permits and 401 Water Quality Certifications and Ohio Environmental Protection Agency (OEPA) Level I, II and III Isolated wetland permits.
